Capital region in disarray as rain creates havoc
Govt seeks support from Centre, warns of impending disaster
Itanagar, Sept 10: The twin capital complex has experienced 149.60 mm of rainfall during the last 24 hours, causing damages to roads and properties, beside disrupting telecom services.
The capital city of Itanagar and Naharlagun and its adjoining areas have been experiencing heavy rains since September one last, recording a total of 312.80 mm rainfall till this morning.
Water supply lines and electric supply were affected in many places in the capital complex.
NH52A, the life line of the state capital, badly affected this morning due to landslides at several points, causing traffic jams during peak hours. Services of the BSNL, the main network provider of telecom and mobile in the state, were affected since yesterday as flash flood triggered by torrential rains snapped away telecom cables at few places due to landslides.
The road connection between Itanagar and Naharlagun is under threat with washing away of a major culvert on NH 52 A near Shiv Mandir. It is feared that further erosion of the road will completely cut off road connection between the twin capital cities within no time.
Various points along the NH 52A from Itanagar to Banderdewa witnessed landslides creating traffic hazards. Heavy downpour followed by flash flood have also created havoc inundating low lying areas and causing unusual traffic jams, disruption in power and water supply.
At Banderdewa, this reporter witnessed hundreds of vehicles at Himatsingka Motors being submerged by siltation and electric poles collapsed due to impact of gushing water. Banderdewa market area of Arunachal side was the worst affected. Almost all the shops and business establishments, including Himatsingka Motors, BSNL, Buishi Yada workshop, market complex of Tilling Sonam, Satyam Ispat have been completely submerged by gushing water. Further four shops of Millo Dokom and his residence and one shop and residence each of Bamin Tilling and Rubu Yami were also badly damaged.
Two classrooms and kitchen of Karsingsa Govt. Middle school, boundary wall of Buishi Yada workshop were washed away and dwelling houses of atleast 20 families have been badly damaged by flash flood , Banderdewa Circle Officer Higio Yame told this reporter.

alone at Himatsingka Motors and 170 bags of cement of Tilling Sonam were damaged
due to submersion of his two godowns. Further assessment of loss of properties are

Meanwhile, the state Government has requested the Union Government to declare the vagaries of nature as a national calamity and extend all necessary helps in this regard to the already fund constraint state government. It is feared that going by the present trend of unabated rains the situation may worsen due to landslide.
Chief Minister Dorjee Khandu has appealed all the citizens to take all precautionary measures to avert any unfortunate mishap. The district administration and the police have been asked to be in preparedness for relief and rescue operation whenever required specially during late hours of night.
He has further issued specific direction to all the works department to put in place their man and machine in restoring the road communication blocked due to landslides.
Meanwhile Khandu warned of impending disaster due to continued rising of the water level of Siang River and its tributaries and directed the concerned district administration to act up promptly on disaster preparedness.
While expressing condolences to the bereaved families of Upper Siang area where flash flood and landslide reportedly claimed lives of eight persons, Khandu wished to have a first hand account of the situation in the affected area provided the weather condition supports.
Meanwhile, Borum Panchayat Youth Welfare Association (BPYWA) has conducted a social service to clear the road blockade, debris caused by flash flood and landslide on several points on Yupia road, Pachin colony, Polo colony, Upper Police colony.
Three JCBs were pressed into operation to clear the road. Local MLA Techi Kaso and Addl. Deputy Commissioner, Itanagar Capital Complex Bokar Basar also participated in the social service.
Flood also created havoc in the Chimpu and Baath area of Itanagar. Large number of properties has been destroyed because of heavy rain.
Today, a team comprising Itanagar EAC T R Khampa, ZPM Itanagar Taro Modi along with Chimpu Anchal Samiti member visited flood affected area of Chimpu. Further, the ZPM and EAC visited Baath village also to take stock of the situation. They have appealed to the state government to release relief packages to the flood victim on urgent basis.
Meanwhile, Addl DC, Itanagar Capital Complex Bokar Basar informed that he alongwith Itanagar Capital Complex DC Dr. S.B. Deepak Kumar visited the flood affected areas today and instructed the EAC, Itanagar to assess the damages caused due to flood within his jurisdiction and submit report.
MLA Techi Kaso urged the State Government to grand special relief fund to Itanagar Capital Complex DC for those flood affected in Capital region. He said that many dwelling houses were washed out and paddy field damaged. A total of six suspension bridges and several culverts were also damaged, he said.
Meanwhile AAPSU has questioned pathetic condition of road in the state capital. AAPSU President Takam Tatung said poor road condition of capital conveys wrong message about state. Government need to take urgent steps to repair capital roads and also carry out beautification of twin town of Itanagar and Naharlagun, said Tatung.

Water supply in Capital Township hit
ITANAGAR, Sept 10: Due to heavy downpour the water supply to Capital Township has been hit.
Apart from 300 mm dia DI main water supply line at Nyiroch river, GI main pipe lines at Donyi Polo, Doi Nallah, Dam site, Kangkar Nallah and Nirjuli left & right source and also the Karma Juli Nallah source feeding water to Naharlgun and Nirjuli Township has been completely damaged and washed way by flash flood and land slide on Sept 9th & 10th according to an information of Executive Engineer Tadar Mangku PHE & WS Division, Itanagar.
The main water supply lines of Itanagar Township taped from Lapu Nallah for Sinki water treatment plant and Pot Nallah, Lepar Nallah and Top Nallah for Doria Hill water treatment Plant has also been damaged. The exact quantum of damages shall be ascertained as and when the flood recedes and the restoration of water supply line may take a months together.
It is also reported that the rural water supply lines in and around the Capital complex has also been damaged. Meanwhile the department shall make alternate arrangement to provide drinking water to the consumers as per the available resources.
The authorities have asked the people of the township to bear the inconvenience caused by natural calamities while assuring that work is on to restore the supply lines.
ITANAGAR, Sept 10: All Arunachal Pradesh Students Union (AAPSU) today urged people not to get confused regarding their demand for seeking early release of pending PDS bill. Giving detailed explanation union informed that after carrying out through study of PDS case, it came to the conclusion that if the bill is kept pending it will only add to the woes of state exchequer.
In a press statement AAPSU President Takam Tatung stated that as per the court directive state government is liable to pay 6% interest to contractors for pending the bill. “After PDS contractors had filed case against pending bills, court has imposed 6 percent interest per annum as compensation due to mental harassment meted out to them. The interest accumulated has now reached up to rupees 75 crore and if bill is not cleared this interest rate will go further high,” said AAPSU President Takam Tatung. He further added, “Ordinary tax payers have to bear this interest money as state government has to pay it from their own exchequer. We can’t let our hard earned money to be paid as interest. Government should release the pending PDS bill as early as possible, so that interest does not climb further.”
As per information, PDS contractors had filed petition in Fast Track Court, Yupia in August 2009, seeking attachment of state government properties like civil secretariat, Raj Bhawan, Arunachal Bhawan and all state circuit and guest houses for nonpayment of their bills. The court had given verdict in favour of the contractors. However state government managed to get stay order against this decision. Again this year in the month of January court had directed government to pay ` 62 crore to the contractors. But till now state government has been delaying this payment also. Despite winning many court battles, contractors are yet to receive their long pending payment.

Reconsider decision to reintroduce head load carriage system
Dear Editor,
This is apropos news item published in your daily on 31st August regarding protest against Govt decision to reintroduce head load carriage system of PDS items in various remote pockets of Kurung Kumey district.
As a conscious citizen and native of the district, I fully support the demand put forward by All Kurung Kumey District Students' Union (AKKDSU) against the Govt. order for head load carriage system. We all know that the head load carriage system of PDS ration was discontinued earlier owing to strong protests from the general public.
Kurung Kumey district is one of the most backward and remotest districts with only five administrative centers, out of sixteen, which are connected by road. The rest of the administrative centers are still now fed by air dropping of ration commodities due to geographical factors. It takes three to six days for one to reach the interior places like Tali, Lending, Koling, Damin and Parsi Parlo as per official records. The head load carriage if reintroduced would amount to loss of PDS items as they would be carrying only 20 kgs of ration commodities covering hundreds of kilometers in remote areas. Besides, they have to carry their own belonging and ration items during the journey period which is extremely strenuous on the part of carriage party.
The support for head load carriage from some vested interest as appeared in media was nothing but for their own benefits as they want to be the carriage contractors of head load PDS ration items. It should be noted that the PDS scams started after the introduction of head load carriage system in the state during the Chief Ministership of Mukut Mithi. It is not to say that former Chief Minister Mukut Mithi encouraged corruption but some of our high profiles have taken undue advantage for their immediate gain.
Considering the facts, I would request the authorities concern to reconsider decision to reintroduce head load carriage of PDS items and continue air dropping as demanded by the public and other associations alike.

Irregularities result in revenue loss to state exchequer: CAG report
ITANAGAR, Sept 10: The report of the Comptroller and Auditor General of India for the year ended March 31, 2009 of the Arunachal Pradesh government, has found irregularities and misutilization of funds by some departments, resulting in revenue losses to the state exchequer.
Talking to the media, the Accountant General, Arunachal Pradesh, C A Bodh today informed that wasteful expenditure and wrong selection of locations for benefiting very few people had surfaced in most cases of misappropriation in some departments.
The CAG report placed on the table of the State Legislature on September 3 last, had in its findings mentioned that though the Horticulture department achieved some success in diversification of horticulture crops through successful introduction and cultivation of kiwi, rose and anthurium crops, the overall implementation of the Technology Mission was unsatisfactory.
Some components of the Mission (programme of medicinal and aromatic crop and apple farming in Ziro) were not successful as these components were executed without carrying out the feasibility study and also due to the lack of technical support and marketability.
Under MPLADS, the report mentions poor implementation of scheme due to instances of regular violation of the scheme guidelines, short utilization of the funds, irregularities in maintaining funds and delays in execution of works. Besides, the execution of ineligible works is partly attributable to inadequate supervision and monitoring etc. The report pointed that the overall impact of implementation of the minor irrigation projects was far from satisfactory because of the significant shortfall in achievement of target for creation of irrigation potential. Large number of minor irrigation projects were not completed in time and even the completed projects had not been fully utilized. The irrigation coverage of 19,775 ha as of March 2009, as claimed by the department, was in fact only 18,554, which was only 5.15 per cent of the ultimate irrigation potential i.e 3.60 lakh ha in the state.

ITANAGAR, Sept 10: While supporting the demands of All Arunachal Pradesh Students Union (AAPSU) the All Nyishi Students' Union (ANSU) demanded the state Govt to give emphasis to education sector.
Describing the education as a key to the development of all other sectors, ANSU in a release today said that the Govt. has been failing to identify and prioritize important areas in education sector for improvement. The Govt has increased the salary of the elected legislators due to increase in prices of essential commodities, but it has failed to look into the problems of students who are also equally facing the brunt of price hike, the union said. The existing book grants amounting to Rs 300 was fixed during 1980's and 1990's but it has never been reviewed and increased, the ANSU pointed out and demanded the state Govt. for the augmentation of book grants and stipends for the students. Committee formed to check corruption
ITANAGAR, Sept 10: The ASMs and GPMs of the Palin, Chambang, Gangte Yangte and Tarak Lengdi in a meeting held at Naharlagun on Sept 8 alleged that 3rd and 4th installment of the TFC fund amounting to more than Rs 1 crore meant for ASMs and GPMs were misused in violation of the rules and guidelines of Panchayat Raj Institutions.
The Panchayat members decided to approach Govt demanding release of 3rd and 4th TFC installments meant for the GPMs and ASMs within 7 days.
Meanwhile the PR leaders have constituted a welfare committee under nomenclature Palin, Chambang, Gangte, Yangte and Tarak Lengdi Panchayat Welfare Committee with Choki Tatung, Dolang Kisan and Donik Tagi as its chairman and vice chairman and secretary respectively to check corruption in grassroot level.

Apang mourns death of forest officer
ITANAGAR: Former Chief Minister Gegong Apang today expressed deep shock at the death of Indian Forest Service officer Late Kayang Pertin. Late Pertin died in a road accident near Balipara on Sept 8.
Apang in a condolence message said, God has snatched away the brilliant and able officer Pertin from us which is a great loss to the state and as well as the society.
The former Chief Minister conveyed heartfelt sympathy to the bereaved family members and prayed to Donyi Polo for eternal peace of the departed soul and bestow enough strength to the family to bear the irreparable loss.
He also prayed for speedy recovery of Ms Pertin who injured in the mishap.
